WHOLESALE FTTH contracts are particularly complex to contract, operationalize and certify (numerous infrastructure operators, numerous tariff offers, numerous performance indicators with new regulatory and legal penalties to understand…).
The proposed mission is focused on "Network Economics & Data Analysis" which will contribute to setting up methods and tools to understand FTTH network purchases, particularly network investment models (FTTH cost model, CAPEX versus OPEX trade-off). The department has a data foundation (Power BI tool: tariff database, network investment purchase simulation model) that we wish to enrich (simulation with ARCEP cost models).
Based on the existing POWER BI database for managing FTTH purchases from Third-Party Infrastructure Operators (fiber network operators in parts of French territory),
it will involve:
contributing to market data analysis and improving decision-making tools (e.g., measurements of addressable/connectable/marketable/deployed housing stock on various third-party networks for purchase, evolution of FTTH customer penetration rate, comparison of co-financing rates for FTTH zones to be financed with FTTH penetration percentages, etc.). Indeed, the current network deployment phase is a phase of intensifying competition between commercial operators (SFR/Orange/Free/Bouygues) under the deadline of the copper network closure in 2030. For example: maximizing purchases at the lowest cost - co-financing and/or renting network access - at the right time and at the right level under budgetary constraints and market share forecasts),
enriching our network cost models (relying on ARCEP modeling and econometric approaches; for example, Yield Management),
Implementing the decision-making support model.
Grande Ecole of engineering (final year - BAC+5)
Data analysis and, if possible, an interest in econometrics,
Use of Big Data tools such as Power-BI
Quality approach,
Ability to structure information,
Strong motivation, autonomy, communication
Desire for challenge and to participate in a team collective
Future-oriented, you will be a major player in the FTTH (Fiber To The Home) project.
You will discover the FTTH network: the different engineering rules, the legal & regulatory framework (ARCEP) and be able to understand and model the data necessary for the valuation of the FTTH network and associated offers.
At the heart of the group's challenges and strategy, Orange Wholesale France (OWF) brings together wholesale network sale and purchase activities across the national territory. OWF generates external revenue close to 5 Billion Euros.
The Wholesale Fixed Purchasing Department's main missions are:
to define and implement the purchasing policy for third-party networks, in relation with Orange France, Orange Business Services and Orange Wholesale client departments,
to set up all the tools, business and organizational processes for monitoring (network and production cost model) and managing contracts on third-party networks, to serve the performance of client departments OF, OB and OW.
Wholesale Fixed purchasing activity is structured around integrated teams dedicated to each third-party Infrastructure Operator, which include the purchasing management head in charge of the contract lifecycle, the contract execution monitoring managers respectively for infrastructure services and client services, the operator project manager who drives the operationalization of contracts, and the operator certification and billing manager.
