Tasks

Collaboration in complex public sector projects: On the digitization of public administration at federal and state level — from conception and offer to implementation

Advising customers on system integration and digitization projects, in particular on the specification of technical solutions and technical requirements as well as on implementation, quality assurance and implementation

Application of established frameworks: Application of classic and agile methods and frameworks for structured analysis, planning and monitoring of complex projects

Public sector expertise and public procurement law: Preparation and calculation of offers for public clients taking into account contract and public procurement law.

Stakeholder and quality management: Managing complex stakeholder landscapes, resolving conflicts and ensuring timely, budget-compliant and high-quality project delivery.
Profil

Several years of project experience in the public sector: At least 10 years of professional experience as a consultant in software development, integration or digitization projects for public clients at federal or state level in Germany

Profound consulting expertise: Demonstrable practical experience in modern software architectures, modeling languages, requirements engineering, quality management and classic and agile software development

Proven certifications: Experience and extensive certifications in the areas of CPRE/IREB, CARS, ISTQB, TOGAF, COBIT, ITIL, SCRUM and comparable

Knowledge of public administration standards and methods: Knowledge of the essential legal principles, standards and methods of public administration, e.g. V-Modell XT, SAGA, WiBe, uFAB, XÖV, BSI Grundschutz, data protection, FIM

Knowledge of public procurement and contract law: Experience in participating in preparing and calculating offers for public administration projects

Languages: German at native speaker level and very good English language skills.
This position is also available on a part-time basis.
