tasks

• Collaboration in complex public sector projects: Digitalization of public administration at federal and state level — from conception and preparation of offers to implementation

• Advising customers on system integration and digitization projects: In particular when managing projects or specifying technical solutions and technical requirements as well as during implementation, quality assurance and implementation

• Application of established frameworks: Use of classic and agile methods and frameworks for structured analysis, planning and monitoring of complex projects

• Project management when used in project management: Controlling and financial management with responsibility for budget, project controlling as well as contract, risk, change, claim and escalation management

• Public sector expertise and public procurement law: Preparation and calculation of offers for public clients taking into account contract and public procurement law

• Stakeholder and quality management: managing complex stakeholder landscapes, resolving conflicts and ensuring timely, budget-compliant and high-quality project delivery

Profil

• Several years of project experience in the public sector: At least 3 years of professional experience as a consultant or project manager in software development, integration or digitization projects for public clients at federal or state level in Germany

• Profound consulting or project management expertise: Verifiable experience and ideally certifications in modern software architectures, modeling languages, requirements engineering and quality management (e.g. CPRE/IREB, CARS, ISTQB, TOGAF, COBIT, ITIL, SCRUM) or in classic and agile project management methods and frameworks (e.g. PRINCE2, PMI/PMP, IPMA, Scrum, V-Model XT)

• Knowledge of public administration standards and methods: Knowledge of the essential legal principles, standards and methods of public administration, e.g. V-Modell XT, SAGA, WiBe, uFAB, XÖV, BSI basic protection, data protection and FIM

• Experience in project and contract management when used in project management: Practice in risk, change, claim and escalation management as well as in project controlling and financial management

• Knowledge of public procurement and contract law: Experience in participating in preparing and calculating offers for public administration projects

• Languages: German at native speaker level and very good English language skills

This position is also available on a part-time basis.
