Your role & work environment
As a Non-Financial Risk – Business Control Specialist, you play a key role in ensuring that ING Luxembourg conducts its banking activities in full compliance with all applicable legal, regulatory, and internal control requirements.
You will contribute to the design, implementation, and continuous improvement of the first line of defence (1LoD) risk management framework, including methodologies, processes, reporting, and tooling. Your scope covers both Wholesale Banking (WB) and Private Banking activities.
Operating within the Operational Design, Control & Resilience (ODCR) department, you act as a trusted advisor to the business and senior management. The ODCR function is part of the 1st Line of Defence, and reports directly to the Chief Operations Officer (COO) of ING Luxembourg.
This role is ideal for a professional with strong expertise in risk management and hands-on experience in designing and implementing control frameworks in a complex banking environment.
Your key responsibilities
As part of the Operational Design, Control & Resilience (ODCR) team, you will:
Strengthening Risk & Control Environment
Enable senior management to maintain effective oversight and control over 1st line risk management activities
Support the business in understanding and implementing new control framework requirements
Perform gap analyses and recommend pragmatic solutions where controls cannot be implemented as designed
Review and translate group policies and standards into effective local implementation
Framework Design, Monitoring & Execution
Contribute to the design, implementation, execution, and monitoring of non-financial risk control frameworks
Monitor and track risk items (issues, events, control deficiencies) and ensure timely remediation in line with policies
Coordinate Key Control Testing (KCT) planning and alignment between testers and control owners
Facilitate Entity Risk Assessments (ERA) and Process-Based Risk Assessments (PBRA)
Stakeholder & Governance Coordination
Collaborate closely with 2nd Line of Defence functions (Non-Financial Risk, Legal, Finance, HR, etc.) to ensure aligned planning and prioritisation
Act as a bridge between business and control functions, ensuring clarity, consistency, and coordination
Provide training, awareness sessions, and methodological guidance to stakeholders
Prepare and deliver senior management reporting with clear insights and forward-looking perspectives
Product Governance (PARP Framework)
Provide expert support on the Product Approval & Review Process (PARP) framework
Act as PARP gatekeeper for all products commercialised by ING Luxembourg
Ensure governance and compliance in product lifecycle management
Continuous Improvement & Innovation
Contribute to the team’s ongoing transformation towards data-driven risk management
Support the implementation of strategic risk initiatives and regulatory developments
Leverage ING hubs to enhance efficiency, scalability, and best practices

Your profile
Master’s degree (or equivalent by experience)
Minimum 5 years of experience in financial services, preferably in Risk management, Compliance / Internal Audit, Control functions or Program or project management
Strong understanding of non-financial risk frameworks and controls
Fluent in English (written and spoken)
French is an asset
