JOB DESCRIPTION
Job Title: Manager, Lift & Escalator
Job Responsibilities:
QUALITY
To develop inspection and testing SOP and reporting templates associated with lifts and escalators
Safety management of jobs at work sites
To ensure all installed and inspected lifts and escalators comply with Code of Practice
To manage inspection team’s qualification per BCA’s requirement and adhering to ISO17020 accreditation
To ensure inspection and testing tools are well maintained and calibrated
OPERATIONS
Inspection & Testing Oversight: Lead the inspection, examination, and testing of lifts and escalators for PTO application and renewal
Statutory Compliance: Conduct scheduled statutory inspections in line with regulations and codes of practice, submit prescribed reports, and ensure timely rectifications by owners and contractors
Audit & Incident Management: Carry out non‑statutory audits and lead investigations into lift and escalator incidents, ensuring corrective measures are implemented
Project Leadership: Develop project plans, manage teams, risks, schedules, budgets, and meetings to deliver operational objectives
Cross‑Functional Coordination: Collaborate with departments/divisions to align equipment delivery, manpower allocation, site works, and construction programs
Design & Technical Consultation: Engage with architects, consultants, contractors, clients, and builders to review lift and escalator designs and layouts, advising on compliance with codes of practice
Team Expansion & Qualification: Grow and qualify inspection teams to meet increasing demand while maintaining professional standards
Accreditation & PTO Attendance: Ensure accreditation requirements are met and oversee PTO inspection attendance
Operational Efficiency: Monitor turnaround times for key activities, drive employee productivity, and champion process innovation
SALES
Client Identification & Business Operations: Collaborate with BD/Sales teams to identify potential lift and escalator clients, manage business operations, and oversee tender submissions for new projects, including coordination with relevant authorities
Commercial Advisory: Provide guidance to BD/Sales on variation works and associated cost implications to ensure accurate pricing and contract management
Market Expansion Support: Drive initiatives to support new service areas, enabling BV to broaden offerings and expand market share
MANAGERIAL RESPONSIBILITIES
Lead, mentor, and develop the Lift & Escalator inspection team to ensure high technical capability, strong safety standards, and consistent service quality
Provide strategic direction for the Lift & Escalator department, ensuring alignment with organizational objectives, regulatory changes, and market trends
Manage departmental resources effectively with profit and loss responsibilities, including manpower allocation, budgeting, and deployment of inspection tools and equipment
Drive continuous improvement initiatives in inspection processes, safety practices, reporting standards, and client service delivery
Ensure strong collaboration with Sales, Quality, Operations, and other departments to achieve seamless project execution and client satisfaction
Review and approve key technical reports, inspection documents, project plans, and compliance assessments to maintain quality and regulatory adherence
Represent the department in external audits, client meetings, authority engagements, and regulatory discussions
Monitor team workload, resolve operational issues, and ensure timely completion of statutory and non-statutory inspections
Foster a positive, accountable, and performance-driven work culture focused on teamwork and professional growth
Job Requirements:
Registered as a Lift & Escalator Inspector (LEI) with the Institution of Engineers Singapore (IES)
Possess relevant qualifications in Vertical Transportation, Electrical, Mechanical or relevant Engineering discipline (ie. Degree, Diploma, Higher Nitec etc)
Possesses at least 7-10 years of practical experience in for lifts and escalators, preferably in the following applications testing and commissioning of new lift installation and modernization maintenance services including repair and emergency call reactions, fault eliminations etc. construction and planning of lifts design for varied lift manufacturers
Expertise in L&E systems, safety regulations, and inspection standards (e.g., ISO/IEC 17020)
Proven managerial skills and ability to lead teams, manage projects, ensure quality, and handle operations
Strong communication, problem-solving, responsibility, and a commitment to safety
